Fran Funderburg, Executive Director
Douglas Funderburg was raised in South Carolina and attended the University System of Georgia. 

While attending college he began working part time for the U.S Postal Service. He advanced through numerous management positions before accepting a position as a U.S. Postal Inspector.

As an inspector, a federal law enforcement agency, Doug investigated and prosecuted cases involving child pornography and child exploitation, internet exploitation, fraud, theft, and financial depredation. 

After 9/11, Doug became a specialist involving Weapons of Mass Destruction and was a member of the Department of Justice's joint terrorism taskforce. 

He developed and taught response protocols including incident command and continuity of operations over a three state area. He also designed and implemented exercises to test effectiveness of plans and individual knowledge of those protocols. 

In 2007, Doug retired from the Inspection Service with nearly 35 years of service.

Currently, Doug is a licensed Private Investigator and  provides services to Ruby Slippers Volunteer Partnership and it's collaboration partners.

In his free time, he enjoys spending time with his family.




Doug Funderburg, Investigator/Incident Command
The driving force behind Ruby Slippers Volunteer Partnership is Fran Funderburg. Fran was raised in South Carolina where she attend the University of South Carolina. 

She worked with the Kimberly Clark Corporation for ten years until relocating to Savannah, Georgia. In Savannah she became the first female commercial construction Project Manager for a major sub-contractor managing projects in Hilton Head, SC and throughout Savannah.

Years after relocating to the Raleigh area, Fran transitioned from construction to residential real estate sales. She progressed through levels to managing one of the largest and premiere real estate firms in North Carolina.

Currently, she teaches real estate continuing education courses, and operates the non-profit organization.

She served twelve years as Director of Missions in her church which included planning and facilitating large mission trips and assisted in re-building home after NC natural disasters.  

​In 2009 Fran left Real Estate Management and  continues to work own real estate firm Real Estate Perspectives  providing real estate sales and educational services to Brokers throughout NC.

In 2010 she formed a non-profit organization Ruby Slippers Volunteer Partnership focused on fighting crimes against children, child predation and human trafficking. 

Fran has been married to Doug Funderburg for more than forty years. Together, they have three adult children, and nine grandchildren.

Ruby Slippers Volunteer Partnership was formed in late 2009 in response to the kidnapping and murder of beautiful Shaniya Nicole Davis. Please take time to read more about precious Shaniya on our Tribute page. As we learned of the horrific and unnecessary cruelty against Shaniya, we immediately knew we had to do something to help in the prevention of similar crimes against children and encourage justice for any person committing crimes against children. 

The epidemic problem of  child abuse and neglect is more complex for any one organization to address. We provide many statistics and links to get you thinking about how you might respond. RSVP is all about collaboration and helping the helper. Our goal is to provide education to the community, advocacy and encouragement to those who need it.                            
In our search and rescue, we work to prevent missing person events through education and increasing public awareness by facilitating training events within interested organizations and groups. In our domestic minor sex trafficking work, we collaborate with other organizations and law enforcement to rescue sex trafficking victims and provide resources for restoration.
